Hydro Issues with Landlord

About 2 months ago, my boyfriends and I moved into a new apartment. When we received our application for the building, it included a service form for the hydro company, which I filled out and included with the application.
Now, we have yet to receive a bill. We called yesterday to the hydro company and they stated that the hydro in our apartment was still in the landlord's name. We emailed the landlord and she sent back a form we 'received' stating that we were to sign up for hydro ourselves? We never received such a form. And if this was the case, why did I fill out the service form? She even commented on the form when she went through the application with us, as I had only put my name on it instead of it being a joint account.
I'm worried she is going to come back to us to pay this hydro. I immediately put the hydro in our name when we realized this error.
Is this something we will have to pay?
