Pipes Frozen Landlord won't help

The house that we are renting is not properly insulated. We opted to heat with wood, as turning the baseboard heaters on would be astronomically expensive. The pipes in the kitchen have frozen, and are installed along a poorly insulated wall in the corner behind the cabinets. We have tried everything from hairdryers, space heaters, keeping the fire constantly stoked, and now we have even cranked the baseboards. Nothing is working. We have contacted her 'Handyman' who's only suggestion was using a hairdryer. My landlord is in Australia and doesn't seem to understand the urgency of the issue. I do not have any use of my kitchen sink or dishwasher. What are my rights as a tenant in this case? It's January and i can't live this way until April. Please help!
