Is there a 'good neighbour' bylaw about noise?

Hi, In my apartment building there is a lady with 2 young children. Every single day when she brings them home she allows the boys to bang on the walls, yell, literally scream, bang on the doors etc. It was extremely loud and very annoying. The Landlord has spoken to her but she doesnt seem to care. I know in some places there is a "good neighbour bylaw" but does the city of Burlington have any laws relating to that? How can I make thismatter stop?
