Start Sponsorship from Outside Canada?

Hi,
I have Canadian PR and so does my wife. I am currently residing and working in Canada. My wife landed with me but soon had to go back to our country of origin because of personal reasons.
My daughter was born outside of Canada. I want to bring her to Canada. I talked to lawyer and I was told that I need to sponsor her and on the basis of the file number, I need to apply for visitor visa. So my question is
"Can I start the sponsorship application process from my country of origin or MUST I start the process from within Canada?"

Since you are a PR, you must be in Canada to start the sponsorship application process. You cannot start the application process from your country of origin.
You can certainly apply for a visitor visa now. You don't have to wait until you have a file number for the sponsorship application.
