Missed Citizenship Test after RQ

Hi Friends,
I missed Citizenship Test one year ago and since then waiting for reschedule.
I applied for Canadian Citizenship with my two kids on June 7, 2012. Six months later (on December 14, 2012) I got Residency Questioner (RQ) which I replied along with all supporting documents after 44 days (on Jan 30, 2013).
After 18 months (i.e.On December 21, 2013) I got letter for Citizenship Test to be scheduled on Feb 7, 2013. But due to my brother’s weeding I could not appear as I was away from Canada for first 3 weeks of Feb 2013.
I went to CIC St.Clair Toronto office in person on January 27, 2013 and requested to arrange my Citizenship Test on same day but the lady declined my request saying that was not possible due to paper work involved. As a last option I dropped request letter for Test reschedule. I also attached copies of travel itinerary and credit card bills which clearly showed that Tickets were issued at least a month before the test letter date.
Later when I called CIC Call Center the representative informed that my reschedule request had been accepted on given grounds. Now it is exactly one year since I requested for rescheduling and still waiting. Today I again called CIC Call Center and rep. told me the RQ is partially under process and if I don’t get test date by mid June 2015 then I should contact again as the processing time for non-routine applications are 36 months.
I appreciate if someone can give feedback/ suggestion/ advice on my following question:
1. How should I proceed further? 2. Why they send citizenship test in Jan 2013, if my QR was not fully processed? 3. Why it is taking so much time to reschedule my test, which usually takes 3- 6 months max.?

Regarding your first question,
1. How should I proceed further?
You mentioned that you have already contacted CIC directly and that they stated that if you do not get a test date by June 2015, then you should contact them again. This is likely what you should do.
Regarding your other questions, unfortunately, it is difficult for us to know or provide you with a definitive response regarding why.
