I have a PR card which expired on November 2010. Can i apply for renewal ? Are there any conditions i need to meet.

1. Yes, you can apply. You have to have been in Canada for 2 years in the past 5 years when you apply. You also have to be residing in Canada. See: http://www.cic.gc.ca/english/information/applications/guides/5445ETOC.asp#overview
