Lost Expired Passport - RQ

Hi,
My parents are permanent residents and applied for citizenship about two years ago.
They have somehow lost their expired passport however they had an official translation of that which was provided but still they were asked to fill in a residency questionnaire about a year ago.
The call centre says that it can take another year to process their application.
Meanwhile they have completed another 3 out of 4 years in the new passport.
Knowing that the requirements for citizenship are going to change this summer and applying for citizenship is going to be more difficult, they are wondering if they better to withdraw the existing application and re-apply with the new dates before the new law comes in to place.
Do you know how possible it is to be rejected because the expired passport is lost?
Does the withdrawal of existing application will leave a bad record for them for future application also?
Does it help if I consult our MP about this issue? or who else should I talk to?

Unfortunately, we are unable to provide you with a definitive response regarding whether or not their application will be rejected or whether or not it is better to withdraw the application.
It probably does not hurt to contact your MP to share their situation.
