RQ - Supporting Document outside Relevant Period

hi all,
I want to submit a supporting document - birth certificate of my newborn son.

However, he was born approx one month outside the 4 year period.

Questions:
1. Can i include it in the application? Considering, a note in bold on top RQ document "The supporting documents you must provide must only cover the relevant 4 year period immediately ...."

2. Also, Can i also submit my hydro bills as proof of my residency?

Any advice?

We suggest that you may want to contact the Citizenship and Immigration Canada (CIC) Call Centre directly for some definitive information specific to your situation.

Regarding your second question,

We have had other users state that they have included hydro bills among other bills and documents to prove residency.

This is also something that you may want to ask the Citizenship and Immigration Canada (CIC) Call Centre.
