Eligibility for Second Career

I interested in applying for Second Career. My previous career was adult ESL teacher and I'm trying to get into Early Childhood, specifically, Montessori ECE.
I met with someone from the career centre and she told me I don't qualify because it is within the same field (teaching) and thus needs to be a totally different field.
I would have accepted her verdict but she also told me, my international lay off didn't qualify me, and that the program I want to apply to isn't funded. All of these, she recanted after looking further into her material or speaking to her colleagues.
Is there anyone who can enlighten me if she is correct or if there is someone else I can speak to?

We can appreciate that you would want to confirm the information you have received.
You can find some detailed and specific information on the Second Career Ontario Website.
It states that Second Career is only available to those who qualify. There some preliminary questions that must be answered first in order to see if you may qualify. There are additional qualifications that must be met after that.
The preliminary questions are:
1. In the past 4 years, have you been laid off from a fulltime job in Ontario?
2. Currently, are you either unemployed, working fewer than 20 hours per week or simply underemployed?
3. Are you interested in training for a new career in Ontario?
It also states that it is best to contact the nearest Employment Ontario Assessment Centre for details.
