Roof Repair

I am looking at a semi-detached house in Burlington,Ontario and the roof needs repair. The side I am looking at buying has leakage but the roofers say they will not repair unless it is for both sides.
Can I force the owner of other side of the semi to repair the roof at this point? What legal bylaws can I use to force them, as the roof needs repairs and their side on the surface is worse then mine, so they must have water damage.
