Full-time definition for OHIP coverage

What is the definition of full-time employment required to qualify for OHIP coverage for temporary workers?
I have a friend that has been working 40 hours / week for about 5 months now and has been told she'll be working there for at least 6 more months.
She's hired through temp agency and that temp agency is perfectly willing to put 40h/week on the letter of employment but refuses to put 'full-time' on it, because "they will not lie".
There is no mention of what full-time is in ESA or Health Insurance Act, but Services Ontario went as far as to put out his notice: http://i.imgur.com/TcNoZbj.jpg
So what is a full time employment definition for OHIP? How do I help the poor girl finally get coverage?

We have contacted ServiceOntario representatives and according to them they consider a 35 or 40 hour per week work week as full-time employment.
They stated that it should be possible for her to apply for OHIP based on that information provided.
