Canadian living Outside Canada - Sponsoring Wife

I am a Canadian citizen living outside of Canada for the past five years. My wife is not a permanent resident of Canada.
1) Can I sponsor her to get PR from outside of Canada?
2) If by law I can sponsor her from outside of Canada, what would be the procedure? I know in Canada, we have to have proof of income and income taxes, how does that work when I am not employed in Canada.

It states,
If you are a Canadian citizen not residing in Canada, you may sponsor your spouse, common-law or conjugal partner and/or dependent children who have no dependent children of their own.
You can also find some additional information on the Citizenship and Immigration Canada website.
Here is an excerpt,
If I live outside Canada, may I sponsor?
If you are a Canadian citizen, you may sponsor a spouse, a common-law partner or conjugal partner, or a dependent child who has no children of his or her own. However, you must demonstrate that you will live in Canada when the sponsored person becomes a permanent resident.
