I am a permanent Resident and planning to get married this December (2015). She is in India and working.
Her company also wants to send her in Canada(client's location) and started processing her ICT work permit.

If she gets her ICT (Closed Work Permit)/VISA before our marriage, can she travel to Canada on her assignment with that work permit after our marriage. After she comes here can I start her Inland Spousal sponsorship ?

Here is an excerpt,

For sponsorship purposes, both spouses and common-law partners or accompanying dependent child must:

-Live with you in Canada;
-Have a valid passport or travel document;
-Be 18 years old or older; and
-Be your spouse or common-law partner for genuine reasons and not primarily for the purpose of getting permanent residence in Canada.


You may also want to contact the the Citizenship and Immigration Canada (CIC) Call Centre directly for some additional information regarding this process.
