Questions - Applying for ON College or University

Does anyone have any info regarding applying for College?
I am a Canadian working with a group that is privately sponsoring a family in Ontario. The father has some architectural education from Aleppo Syria. He completed his College education and had started his university education when they were forced to leave. He only has a copy of his College Certificate and his Assurance of Program Completion. I am trying to determine if he has the originals.
He does not have transcripts but he does have a list of the courses he took with his marks. I have asked him if he can find his high school transcripts("General Secondary Certificate).
I'm trying to figure out if we can apply to Georgian College for him. I think I understand that the process is as follows:
1) apply online through ICASCanada.ca with his original (arabic) documents. I'm not clear about whether they must be submitted with official translations? Does anyone know?
2) I think ICAS will send the report findings to OntarioColleges.ca
3) The next step is to actually apply to OntarioColleges.ca although I'm not certain which I apply to first, ICAS or OCAS(same as OntarioColleges.ca)
Has anyone gone through this? I have spoken to the Registrar at georgian, the Georgian International Centre, Lifeline Syria and someone at ICAS but I'm still confused.

Thanks for sharing your question and situation with us. We can appreciate that this is a confusing situation.
From my understanding, you are helping a newcomer to Ontario apply to an Ontario college and aren't sure which step should be your first with regards to international credentials.
The process as we understand it to be is that you must first apply via the OntarioColleges.ca site and from there you will be instructed to submit a Credential Assesment; should it be required.
You can find this information on the OntarioColleges.ca site:
If you have academic documents or transcripts from an institution outside of Canada, it may be necessary for you to provide a Credential Assessment Report. This report helps admissions staff at the colleges compare your credentials to similar credentials earned in Ontario. If you need this report, ontariocolleges.ca will provide you with information on how to obtain it when you apply, or you can contact the colleges you’re interested in directly to see if one will be required.

Each university or college sets its own criteria for recognizing academic qualifications from outside Canada. Visit the school's website or contact their Office of Admissions to find out their requirements and the process you should follow to have your credentials evaluated.
According to the Georgian College site, it seems to be on a case by case basis if this assessment is required:
Unlike international students, internationally trained students are Canadian citizens or permanent residents who have studied abroad.
You may wish to contact a settlement agency in your area, settlement workers near you may have had experience with this process.

Apply to ICAS / WES, with original documents including marks sheets. If they are in a language other than in English, submission of translated documents is also mandatory. Simultaneously an application can be started on ontariocolleges.ca website. However, unless they receive the transcript from ICAS / WES, online they will not transfer the application to concerned college.
I dealt with ICAS previously with a smooth and in-time delivery experience.
You may also check for other options for education / training as the time taken for assessment is usually 4 - 6 weeks at least, after submission of all docs.
