Can they get a Visitor Visa for their Newborn?

My sister and brother in law are permanent residents of Canada. They landed in September 2014 and went back within a month because my sister was expecting her first baby. Her Baby was born in December 2014 (pre-mature).

They now want to move permanently to Canada but the visitor visa for their 13 months old baby is denied. They have been asked to abandon the baby in India and file for his PR from Canada.

One of the parent must be present in Canada to file the application.

My question is there any possibility of getting a Visitor visa for that baby.

If the TRV has already been refused - then they should try applying for a TRP. If the TRP is also refused, then one of them will have to travel to Canada to submit the sponsorship application and remain in Canada while the application is processed. The other parent can stay back in their home country with the baby.
