Change clause in Lease

We included utilities in our rent. Our electricity bill has been ridiculous jumping from $180 to $450.00 the past couple of months. We have asked our tenants nicely to please not leave lights on and wash after hours to help keep these costs down but it seems to keep going higher. In the end I don't think they care. I know I can't change the terms of the lease NOW but can I change it when their lease is up? I'm either going to not include utilities OR put a caps on the amount ie. we will pay up $250 and anything over they will have to pay.
