Here is the scenario. As i was not able to meet the financial requirement to sponsor my parents and my in-laws, i applied for my parents first and they became PR in 2011 but it got expired in Feb 2016 so now can i sponsor my in-laws or i have to surrender my parents PR first and then apply for my in-laws.

You are financially responsible for your parents for 10 years after they land. This means that if you want to now sponsor your in-laws, you need to meet the LICO amount for 6 people (you, your wife, your parents, your wife's parents) + any children you may have. If you don't have sufficient income for the last three years to meet LICO, then your parents would have to officially apply to give up their PR status in order for your LICO requirements to be refuced by two people.
