PR card not received despite sending all updates

My family and I landed in July 2015, in Sept 2015 all my family members received the PR card but me.
In Dec 2015, I receive a correspondence from the processing centre requesting a new photo. I send the new photo with the enclosed application to the following address which was on the received papers.

Until now I did not receive neither the PR nor any feedback from the processing centre. I called the helpline many times, each time I was asked for my information and was promised to receive some sort of contact. Unfortunately , nothing happened.
It has been seven month since we landed and almost three month since I submitted the update.
I would appreciate any advice on what to do next.
