Need Advice on Hiring Health and Safety Officer

Hi.. I have a small welding training company consisting of 15 employees and 50 trainees. So I am going to appoint 2 safety officers who have knowledge in first aid treatment, CPR and AED, health and safety. I have a concern about the recruitment procedure. I am preferring a Sr. Officer with good experience. It won’t be a problem if the Jr. officer is a fresher. But he should have undergone some training already. Which one will be better, hiring from a first aid training institution or through a direct interview for the candidates who qualified such a training?
