The Utility Bill Dilemma

We have been renting a basement for 2 years and agreed to pay 40% of the heat and water bill from enmax s our share.this approximately came to 100$ every month while upper floor tenants paid the remaining 60%.

Also since we had wifi contract we shared the wifi bill 50-50 with the upper tenants.Since beginning of feb the upper floor is vacant as they moved out and my owners are taking forever to get new tenants.

I got my enmax bill today for the month of feb and it was 264$ and my owner says I have to foot the bill entirely since this bill reflects my consumption alone.

Is this fair and correct?

I feel I cannot be paying for the heat that is still going into the upper floor vents.
