Hello. I am sponsoring my wife who lives right now outside of Canada and we have submitted our documents and they were received by Citizenship and Immigration Canada mid December 2015. According to the Citizenship and Immigration Canada website, the current time allocated for assessment of sponsor is 47 days. When I log into my account to check the status of our application is says that "processing of the application" started on the first week of February 2016. It's now passed the 47 days period even since then but when I call the call center I only get the response "Your application is under review" with no explanation why it takes so long. Do I have the grounds to complain to my member of the Parliament for being mistreated by the Citizenship and Immigration Canada on the basis of my ethnic origin and place of birth? I am a naturalized Canadian citizen and also former member of the Canadian Forces.
What else can do to speed up the process or at least held accountable those who are in charge of my case?
Thanks in advance.

Immigration, Refugees and Citizenship Canada has an online form you can fill out if the times allocated for checking either the sponsor or a spouse (person being sponsored) have passed the official limits. It could be found here: http://www.cic.gc.ca/english/contacts/web-form.asp They suppose to give you an answer why it takes so long by the end of ten working days. I did that and I've got my answer after 12 working days. I wasn't impressed with what I've got:
"Thank you for contacting Immigration, Refugees and Citizenship Canada (IRCC).
Please note that the processing times provided to you on our website are an approximation. Currently, your file is still in process and there is no maximum timeframe to finalize an application.
If further information is needed, the responsible office may contact you.
Please visit our Help Centre for more information.
Sincerely,
Immigration, Refugees and Citizenship Canada"

O.K. The wait is finally over and we've got a positive answer after seven months. So now it's off to the Canadian embassy in the third country and not to the country where my wife is from which is weird to say the least, considering that there is a Canadian embassy in my wife's country. My take out from this is that the official waiting period is a guide line and everything depends on what your nationality is as a sponsor and/or a country where you were born.

When I wrote "the third country" I meant not a "third world country" but rather something different from Canada and my wife's native country. In your case since you are from the Philippines it would be like sending your documents to Indonesia or Malaysia.
