Cdn.Citizen Living outside Canada- How to Sponsor?

I am Canadian Citizen.
I was born in Canada.
I have been living outside Canada for the last 20 years.
I returned to Canada on 2001 and then left again.
If I want to return and settle in Toronto, How can I sponsor my conjugal partner to arrive with no issues?
Because If both are living in the same city, outside Canada, I am not sure how to apply for the family sponsorship program.

I got this answer "If you are a Canadian citizen not residing in Canada, you may sponsor your spouse, common-law or conjugal partner and/or dependent children who have no dependent children of their own. You must demonstrate that you will live in Canada once they become a permanent resident." and It´s perfect, but.. HOW can we demonstrate that? it is what we plan, stay in Canada, but, how can we prove it? once we get there, we are going to rent an apt. for at least 12months... can we use that?
