Maintenance Issues - Walkway Unsafe

I am an ill and have mobility issues.
I rent an apartment in a building where the walkways are not seen to.
I cannot leave my apartment due to fright of a fall.
Both exits are on a hill and the landlord will not salt or remove snow.
What are my options?
