Long Wait Times at Family Doctor - Options?

Everytime I come to see the family doctor, the receptionist will ask me to wait for over 1.5hrs, sometimes over 2hrs, but I've made the appointment weeks ago.
Even when I arrive 30min earlier, I still need to wait over 1 hr and when I talk to the receptionist, she just ignores me and give me that 'I don't care' attitude. it's very rude and disrespectful.
I really hope there's some kind of resolution to this.

Here is an excerpt from this article,
"As a patient or health care consumer in Ontario, you have both rights and responsibilities. Your rights are set out in laws such as the Health Care Consent Act, the Long-Term Care Act and the Mental Health Act.
If a health care professional violates these rights, patients can register a complaint with the appropriate regulatory organization. For example, patients can use the formal complaints process of the College of Physicians and Surgeons of Ontario (CPSO) to report professional misconduct by a doctor."
