Increase Rent without doing Repairs?

Can the Landlord increase the rent without doing maintenance that is needed to be done?
ie: repairs to the bathroom shower tile, mildew stains. i bought bathroom cleaners and stain Remover and nothing works.
However, I've sent in a request to the landlord about this problem two years ago, he sent someone to whitewash the tiles, but the mildew returns. what the landlord is doing, when a tenant moves out he replaces the bathroom tub and tiles and then rent the units for higher price.
what step can i take to have the landlord fix this problem.

It is important to note that a landlord can raise the rent every twelve months by a percentage that the provincial government sets. The landlord must give the tenant a written notice at least 90 days before the rent goes up.
