Issues with Pay as You Go Phone - Expired Credits

To whom it may concern:
Mobile Phone-------
the money should not expire that I put on the Phone as a Pay as I go Customer.
I have sim cards from Europe that are so versatile like that,
It is robbery how the system is allowed here?
