Immigration PR residency definition vs OAS "living in Canada"?
The OAS form causes me a headache because of items #12 and #14. In order to get FULL OAS I need to have "lived in Canada for the 10 years immediately before the application was approved".
Now the government interprets residency for PR status this way "each day a permanent resident is outside Canada accompanying (that is,ordinarily residing with) a Canadian citizen constitutes a day of physical presence in Canada".
This applies to me.
So I don't know how to answer the OAS questions correctly.
Am I "living in Canada" or "permanently outside Canada" even though I am only temporarily abroad until further notice?

In terms of your residency requirements, according to an Old Age Security (OAS) Information Service representative, as long as your permanent address is in Canada and you are still a considered a resident for tax purposes you are considered as a resident of Canada for this purpose. In other words, you are temporarily outside Canada and you maintain your residential ties with Canada.
For question #14, they stated that it is important that you include all trips outside Canada of more than 6 months.
Additionally, Canada has social security agreements with many countries. If you lived or worked in one or more of these countries, these agreements may help you meet the residence requirements to qualify for the OAS.
