Can she go to school without a Study Permit?

My 7 year old niece will come here in toronto with a visitor visa and we are planning to let her stay for a couple months.
I am wondering if its possible for her to go to a public school in toronto without getting her a study permit?
And where do i go to register for her enrollement ?

Here is an excerpt,
A minor child of a parent who is not authorized to work or study in Canada (for example, their parent is authorized as a visitor) is not eligible to study in Canada without a study permit. These minor children must apply for a study permit from their country of last permanent residence.
In the Find out if your child needs a study permit section, you can also find a helpful table that summarizes whether a minor child needs a study permit to enroll in a school.
It is important to note that as a visitor, she will likely have to pay tuition fees in order to attend school.
You should contact the school board you are interested in directly.
