Landlord Routine Inspections - Tenant Rights?

Hello,
If a landlord posts a notice that he is coming for a "routine inspection" yet brings another who may potentially take over building management yet is of a totally new and unrelated company, is this legal without telling the tenant first?
This occurred and the property manager did not even want to tell me who the other was but threatened court action if I denied entry to both.
Only during the challenge was it revealed who the other was.
I found it deceptive and bullying but I let him in to de-escalate the tantrum the property manager was having.
I did not think they could bring others unannounced for reasons other than what they post? I am trying to find clarification on this and am having trouble.
Can you advise?
