I am a new immigrant planning to land in late October this year. However, due to the need to settle some affairs, I will travel back to my home country in 2 weeks after landing.
(1) During this time, will the PR card be mailed directly to the Canadian address which I provide to CIC, or do I need to go in person to a local CIC office to pick up the card?
(2) In the former case, does the card come in a regular mail or a registered mail?
(3) If it comes by a registered mail, may I authorize a family member to pick it up on my behalf?
(4) How do I make the authorization and what documents are required?

You can find some detailed and specific information on the Immigration, Refugees and Citizenship Canada (IRCC) website in the Will I get my permanent resident card by mail? section.

Yes. If you are a new permanent resident, you will get your permanent resident (PR) card by mail.
Regarding your second question, the PR cards are sent by regular mail.
In terms of how you can get the PR card if you are outside Canada, according to the information we have received from Immigration, Refugees and Citizenship Canada (IRCC) Call Centre representatives, there have been others who have had their PR cards sent to them via a secure method once the PR card was received at the Canadian address. According to them, it is not illegal to send your PR card via a secure method or with someone else. However, they stated that there exists the possibility that it be seized if found.
