the building where my son lives was just sold, with the old owner, the old owner paid for hydro and water, heat, now the new owner wants to change it so that the tenants have to pay it. is the new owner aloud to do this, and is he aloud to put in gas fireplaces into the apartment when none of the tenants want it.
