My wife and I moved to the US 19 1/2 years ago for my work. We are both US citizens now. I am a Canadian citizen with a valid Canadian Passport and I have accepted employment in Canada and have returned, and I am living here permanently. My wife had PR status when we left Canada 19 1/2 years ago and she will be returning to Canada to live in January 2017. Her PR card has expired 15 years ago and she intends on renewing her card upon her return to join me. She left to accompany me for work ( a non-Canadian firm) and has not renounced her landed immigrant status.
On a recent trip to Canada from the US via automobile we asked the customs/border official if she is allowed to return to Canada with her expired PR card and enter on her US passport, along with her marriage certificate and other documents to prove identity. He said that she would have no problem entering via automobile, but would not be able to enter via Air or commercial carrier without going through a separate and lengthy process that may take up to six months to receive the necessary paperwork. But she would be able to renew her card from within Canada. Is this correct? Can she arrive via automobile at a border crossing without having to get additional travel documents?

Canada’s entry requirements are changing

Permanent residents (PR) of Canada must carry and present their valid PR card or permanent resident travel document (PRTD) when boarding a flight to Canada, or travelling to Canada on any other commercial carrier. If you do not carry your PR card or PRTD, you may not be able to board your flight, train, bus or boat to Canada.

It is your responsibility to ensure that your PR card is still valid when you return from travel outside Canada, and to apply for a new PR card when your current card expires.

Returning by private vehicle

There are other documents you can use to enter the country.

When you return to Canada, apply for a PR card if you plan to travel outside Canada again.

Some examples of private vehicles include, but are not limited to: a car, truck, motorcycle, or recreational vehicle that you own, borrow, or rent, and that is not available for public use.

Returning by commercial vehicle: airplane, bus, train, or boat

You must apply for a permanent resident travel document (PRTD), valid for one entry. Otherwise you may not be able to travel to Canada.

You can apply to replace your PR card when you return to Canada.
