PR Card not initiated with temporary address?!

Hello, I completed my COPR landing process at Niagara Rainbow bridge earlier this month. COPR was signed after going through my financial documents, but refused to start PR card with a friends address I had, as I told them I will be heading back to US to wrap up my move and move next year with all my belongings. I have read online that many people do this, but unfortunately I was declined at border. They provided an application that I could use either mail, fax or call to start the PR card, but unfortunately I have misplaced this. I have tried using the online address change tool, but doesn't recognize my details and not able to talk to CIC either since I currently live outside of Canada. I have a cousins address that I would like to use to receive my PR card so they can mail this back to me. Would greatly appreciate any thoughts on how I could go about this. Thank you very much for your support.

Thank you for sharing your experience and situation with us.
This is very helpful.
We have had some of our users previously state that they have been able to contact IRCC from abroad by dialing 1 613 944 4000. Listen to the options to get to IRCC. Then you should be transferred to the IRCC Call Centre.
Please note though that some have reported that it did not work for them or that it is no longer working.
You may want to give it a try.
Long distance charges will apply.

Thanks Anna! I have not been able to get in contact using the 1 613 944 4000 as well..
I used to be able to get connected through this number but hasn't been working for about a month. It say's "the area code you are calling from is not allowed". And the 1-888-242-2100 is also only from within Canada.
I found a link for declaration of card lost, stolen or not received. I am planning to use this form to see if they will mail my PR to my friends address. Any other form you are aware of to request the PR card (other than applying new with fee?)
