Impossible to get Basic ID

Hi, I've tried everything I can to get basic photo ID in Ontario but unable to because of the strict requirements. Therefore I'm denied many public services. I feel like im being denied my rights.
I keep getting rerouted to different places. I email them, they tell me to phone them, then they tell me to go to the service center. I go to the service center and they say i don't have the right documents etc. I try to explain to them my situation but nope they tell me to go somewhere else or give me the guarantor paper. The problem is I can't get a guarantor, I don't know anyone.
All I have is a canadian citizenship card, all of my other documents are expired.
I cannot get a guarantor because i don't know anyone for more than 2 years
I don't understand why Proof of canadian citizenship isn't enough to get basic photo ID? The requirements are too strict.
Please explain WHY and the specifics of these security measures so i can understand.
I am now thinking of leaving Ontario to get better service this is ridiculous.

As you may already know, the Settlement.Org website and Discussion Forum provides information and referrals to other services.
Therefore, unfortunately, we do not have information specific to why these measures are in place.
However, you may want to dial 211 on a phone and speak to an Information and Referral Specialist who may be able to find out if you are eligible and may be able to refer you to the nearest I.D. Clinic.
211 is a free service that is available 24 hours a day, 7 days a week.
