Who is Responsible for Painting my Rental Unit?

Anyone know who is responsible for painting my rental unit? I've lived here 12 years now and my apartment is in desperate need of a paint job!!! I've asked my building manager and she said they are not responsible for painting my unit. I find that hard to believe. Thanks
