Doctor Refused to Fax Prescription Refill

My 87 year old mother needed a prescription refilled.
Her doctor won't fax it to the drugstore.
My father 91 year old father had to go to the office and wait until the doctor could fit him in.
He no longer drives, so he needed someone to drive him. If the doctor did not need to see the patient, my mother, why should she refuse to fax a refill?
