Landing and being denied entry

Hi,
I am a Canadian citizen and I will be moving back to Canada with my wife in November. She is a Korean citizen. She would like to apply for permanent residency in Canada. According to immigration Canada, Korean citizens can enter Canada without a visa and stay up to six months. However, we have heard that when landing in Canada, border control at the airport could deny my wife entry if she states that she plans to apply for permanent residency. This was a bit surprising to me since I did not think it was illegal to apply for permanent residency from inside Canada if one is a spouse. Anyway, I have a couple of questions:
1. Is it true that entry could be denied because one declares that they are applying for permanent residency? 2. Has anyone or their spouse on this forum actually come to Canada with the intention of applying as opposed to applying from outside and waiting for the PR card?
