Birth abroad to PR and Canadian Citizen Parents

Hello, I have a question about bringing our baby back to Canada as she is born abroad.
Here's the background: ---I am a Canadian Citizen. (1991)
---My spouse is a Canadian PR (2009) and a Chinese (PRC) Citizen but her PR has expired card while she is back in China.
---My spouse easily meets the residency requirement (greater than 730 days) to apply for PRTD.
---While in China, my spouse has given birth to a baby girl. (2017)
---We were told (generic email) by the Shanghai Consulate that she will need a Proof of Citizenship Certificate first then a passport as per normal process and this could take up to 9 months for the certificate and several weeks for the passport.
Question: Is there any way we can expedite this as we would like to bring our baby back to Canada as soon as possible and also before my spouse's residency requirement drops below the threshold.
Can you also confirm that residency requirements are calculated from the date of the application of PRTD less 5 years? Thanks very much.

1. You apply for proof of citizenship for the child, and at the same time apply for a limited validity Canadian passport. It will not take 6-9 months. 2. As your wife is accompanying a Canadian citizen abroad, she still meets her Residency obligations and there will no problems for a PRTD, nor for a new PR card when she is Canada, as long as she can prove that she was accompanying you abroad.

Well, I was actually still in Canada as I work here but I see what you mean. Do you know if we need to have flight bookings in order to apply for the Limited Validity Passport?
