Can someone please discuss the limitations on a person categorized as DR2 category on COPR? Can they obtain a passport from their home country?

1/ Yes you can, as you were not designated as a refugee.

DR2: Dependant of CR8 refugee claimant who resides abroad and who has not deemed to be a Convention refugee in his/her own right

If a protected person applies for PR with his dependent children overseas. Their applications are rejected under A11(1) and A16(1) because they failed to submit a document on time. It is way past the time for JR.

Can the protected person send another application just for the children (they are still eligible)? The protected person still does not have his PR.

Does he need to first withdraw his PR application in process to resubmit a new PR application and include the kids?

Or does he need to wait until he gets his PR at this point to sponsor them?
