Insufficient Garbage Bins for 17 Unit Building

I am renting an apartment in a 17-unit building where the garbage room is setup as follows: small recycle bins along the circumference of a garbage room (room size approx. 10 x 8 feet) and four (uncovered) large garbage bags.
Once the four large garbage bags are filled, tenants place their garbage bags in the center of the room directly on the floor. The garbage piles up as it is picked up every two weeks.
The entire building stinks of garbage and the landlord has placed scented products in hallways to cover the odour.
What are my rights as a tenant?

Although this is not a repair issue, it certainly is a maintenance issue.

Talk to your landlord first about the problems. Put the problems in writing and give the list to the landlord or the person who takes care of maintenance (for example, to the superintendent or property manager).
If the landlord refuses to do the repairs or you think that the landlord is taking too long to deal with the problems, see the brochure: Maintenance and Repairs.
You may want to contact the nearest Community Legal Clinic for some information and assistance regarding how to proceed.
