The bldg owner/landlord has decided that the heating Bill for the bldg is too high, so he wants to enter all apts and lock down all thermostats to 72° (This was in January).

Hello,

Thanks for using our forum to share your question.

In regards to temperature issues and rights of tenants you might find information in our article

What are my rights as a tenant?
https://settlement.org/ontario/housing/rent-a-home/tenant-rights-and-responsibilities/what-are-my-rights-as-a-tenant/

"Heat: Your landlord must heat your home from September 1 to June 15. The landlord has to make sure the heat is at 20°C or more. Some cities have a higher heat standard. Check with your local government to find out more about minimum heat standards in your community."

You might also find additional information in:

CLEO - Landlord & Tenant Law

Or by asking your specific question to the Landlord and Tenant Board - http://www.sjto.gov.on.ca/ltb/
