PR card during Undergraduate Study - Possible?

Hello,
My 19 year old daughter has been accepted to Candian universities and she is looking forward to attending one this fall.
I wanted to inquire about getting her a PR card and the benefits.
My inquiry is whether she will be able to apply for a PR status DURING her undergraduate study.
If yes, will I get college tuition benefits like reduced tuition fees and government benefits since citizens of Canada are eligible for that?
She has never worked anywhere before.
Will she be eligible for domestic tuiton at her college.
