Approval letter for OHIP? How to obtain?

Hello everyone,
I am the sponsor of my spouse. We submitted our PR application in January and we have already received her Open Work Permit. I understand that once you have received an Open Work Permit, you are considered to be "approved in principle".
She has private health insurance, but it's running out in a few months, so I want her to apply for OHIP.
We went to Service Ontario with the work permit and all of our ID documents, but we were sent away. The person working there told us that we need to obtain an "approval in principle" letter from CIC.
I have tried to find more information about this online but have been unsuccessful. I have also tried calling CIC but have not been able to get through. Does anyone know how to obtain this letter, or who to talk to?

We can appreciate that you would be concerned about this situation.
Yes, unfortunately, according to ServiceOntario she must have a letter or confirmation that Immigration, Refugees and Citizenship Canada (IRCC) confirmed that she meets the eligibility requirements to apply for permanent residence in Canada. This means that has "approval-in-principle."
All we can suggest is that you or she continue to try calling the IRCC Call Centre directly and speak to a IRCC Call Centre Representative in order to see if they can provide some information regarding possible timelines for this type of application process.
