Spouse Sponsorship Before or After 2 years?

Hello,
I am a Canadian citizen and got married is September 2016. I tried to bring my wife as a visitor to Canada but that did not work.
We moved to UK for a while and now we are in Romania (country of birth for both).
Should I start to sponsor my wife now, or should I wait until September this year?
I've heard that if you are married for more than two years chances for the sponsorship process to be faster are higher.
Is that correct?

It is important to note that if you are a Canadian citizen not residing in Canada, you may sponsor your spouse, common-law or conjugal partner and/or dependent children who have no dependent children of their own. You must demonstrate that you will live in Canada once they become a permanent resident.
