Who Pays for Repairs?

First time I had a shower in my apartment, I came out and there was water all over the kitchen floor (adjacent room). Nothing was coming from my sink, it seemed to be coming from behind the washer/dryer, which is where the shower backs against. I hadn't yet used the washer/dryer so I assumed it was from the shower since it was in that direction. I told landlord and they got a plumber out who found nothing and there's been no leaks since. They've since sent me the bill because I was "mistaken."
Can they do that? I'm happy to pay if that's the case, but then I'd like to figure out how I can get my own people in for cheaper if there are issues in the future because I don't want to feel like I can't ask about actual leaks because they might bill me if nothing is found.
