OSAP - Possible Before PR Card?

Hi there
I have arrived to Toronto last year, and I've applied for the refuge status. I'm still waiting for the trial.
unfortunately, I'm not allowed to work, so now I'm on wellfare
I want to enroll in a college program to increase my chances of getting a job.
My question is, Can I apply for OSAP if I'm a Toronto resident but without the PR?
Please advise

You can find some detailed information regarding the eligibility requirements for OSAP in our Settlement.Org Who is eligible for the Ontario Student Assistance Program (OSAP)? article.
If you are studying in Canada using a study permit (if you are an international student), you are not eligible for OSAP. However, you might be eligible for financial assistance from your college or university.
