19 years old Canadian citizen has been living outside Canada with mother who is not Canadian citizen and wants to return Canada for study, what will be the best way for mother to come to Canada together, so the mother can stay and work to support 19 years old Canadian citizen. Please advise if this can be achieved. Thank you

You may be able to find some information in our Settlement.Org Do I need a visitor's visa to visit Canada? article. Unfortunately, as you may know already, there are no guarantees that a visa will be issued.
You may also be able to find some information in our Settlement.Org What is the Parent and Grandparent Super Visa? article. Unfortunately, as you may note in the article and on the Immigration, Refugees and Citizenship Canada (IRCC) website, there is a minimum income requirement on the part of the child for this type of visa.
If you are in Canada, you may want to contact the Immigration, Refugees and Citizenship Canada (IRCC) Call Centre on their behalf for some additional information.
