Citizenship Application - Taxes for 3 Years

Hi all. I am applying for citizenship after being in Canada as PR for 3 years. The thing is I became a PR on Jan 13, 2016. Before that date I was outside Canada, my first tax filing was 2017 for 2016 year that I lived in Canada. with that being said I filed 2016 and 2017 taxes. My question is: After achieving 1095 or 3 years of being a permanent resident can I apply to citizenship even though I only filed 2 years of tax because I'll be eligible Jan 13, 2019?
I also have a question regarding birth certificate for children under 18 as they were born outside Canada and there is no way I can get the certificate from home country because of the war?

Hello, You can always wait until you file your 2018 income taxes that you probably would do in February 2019, then you submit your Canadian citizenship application. Concerning your minor children, either you can contact IRCC call centre for details and options regarding your situation or maybe try to contact your country of origin's consulate/embassy in Canada for assistance regarding your children's proof of birth. So did you apply already or are you going to wait until you file your 2018 taxes?
