1. No, an ETA allows a visa exempt passport holder to board a flight to Canada.
2. A TRP is a Temporary Resident Permit, only issued to persons inadmissible to Canada.
3. No, to get a SIN, if you are a non resident, you must be either a student or a work permit holder.
