I am an international student at an university in Toronto.
This is my fifth year in the university ( 5 year is over and my stay time in Canada is more than 3 years within this 5 year period) and i am still a undergraduate student.
Can I apply for permanent residency now although I did not graduate yet ?

We are very sorry, unfortunately, we are unable to provide a definitive response regarding these types of immigration application processes.

In terms of going to Quebec, you can find some information on the Immigration, Diversité et Inclusion Québec website in the Applying for a Certificat de sélection du Québec (CSQ – Québec selection certificate) section.
